Wet Days

As a driver of a large vehicle in frightens me at times the way some predestrians stand at the side of the road with their feet over the kerb. This can be very dangerous as large vehicles turn junctions. I've noticed that pedestrians keep well back from the kerb when it rains in case they get splashed by passing traffic ..... why can't they just stand back all the time?
